A statement level consistency is applied to all the statements where they are consistent from the start of the statement till the end of the statement.It guarantees that data returned by a single query is committed and consistent for a single point in time.

While the transaction level consistency is that the set of all rows must be consistent when a transaction is occurring. Here the statements must be consistent from the point the transaction began until its end.  A serializable transaction's queries reveal modifications performed by the transaction itself. For instance, updates will be seen in a transaction that updates workers and then queries employees. A query is not exposed to phantom reads thanks to transaction-level read consistency, which produces repeatable reads.
